Silicon Valley Clean Water (SVCW) has embarked on an $850 million Regional Environmental Sewer Conveyance Upgrade (RESCU) Program to replace their aging pipelines and upgrade their associated pump stations and Front of Plant (FoP). The program consists of 11 projects that constitute full replacement and rehabilitation of the SVCW conveyance system. The FoP project consists of the design, construction, permitting, start-up, commissioning, and closeout for the receiving lift station (RLS), surge and flow splitter (SFS), head works facility, odor control facilities, influent connector pipe, chemical offload facilities, civil site work, emergency overflow pipe to storage basin, 3.3 miles of wastewater gravity pipeline inside a concrete tunnel, four shafts, and related process support systems. Work is being implemented under a progressive design-build procurement process in stages, without interruptions to the plant operations.
PMA is providing program controls, scheduling, cost control, risk management, and Primavera P6 implementation and management, as well as overseeing all scheduling, and reporting. Duties include reviewing schedule baselines and monthly resource-loaded P6 schedules, acceleration plans, delay claims analysis, cost control, change order management, and creating monthly project and program progress reports. While providing schedule risk analysis, we developed customized progress and risk reports used by the authority’s board. Using our tailored scheduling approach and by understanding that all stakeholders needed to have the same expectations of the schedule, we have had better schedule quality results from the contractor and a better and standardized schedule review process from the owner’s scheduler.Overview
