The $92.8 million Major Howard W. Beal Elementary School project is a new 142,736-SF school for 790 students in grades K through 4. The school was built under Ch. 149a construction manager at-risk (CMAR) project delivery and was completed in the fall of 2021.
This fifth elementary school in Shrewsbury is projected to alleviate overcrowding at the existing four elementary schools. Strict owner’s project management (OPM) scheduling ensured the Beal Elementary was ready for operation at the start of school in September 2021, as a late completion would have required a one-year delay to the Town’s new internal redistricting plan.
PMA OPM services include supporting the owner with procuring design services, establishing a project budget and schedule, monitoring and reviewing design, supporting the owner and architect’s work with site selection and the town with community outreach, collaborating with the Massachusetts School Building Authority while representing the owner’s interests, reviewing construction project delivery methods, and supporting the procurement of a CMAR. PMA also assisted with estimating construction costs, developing cash flows and supporting owner requests for reimbursement, reviewing construction documents, and supporting the owner with bidding and awarding construction contracts and construction contract administration. Service scope also includes reviewing contractor monthly schedule updates; coordinating testing and inspections; reviewing change orders and construction claims; and supporting the owner through construction, testing, start-up, FFE/IT, move in, and closeout.
