The $30 million Great Lakes Water Authority (GLWA) Water Resource Recovery Facility (WRRF) has a wet-weather capacity of 1,700 mgd and full secondary treatment of 930 mgd. It is the largest single-site wastewater treatment plant in North America. Design and construction of facilities to disinfect wet weather flows to the Rouge River Outfall are required to meet National Pollutant Discharge Elimination System permit conditions.
GLWA engaged PMA to assist in overseeing a progressive design-build contract to provide systems and facilities to disinfect discharges to the Rouge River from GLWA’s WRRF and to provide modifications to the WRRF’s existing disinfection systems. The PMA team evaluated the price proposed by the contractor for completion of the design and construction of the facility and assisted GLWA in negotiating a $4.38 million (11.7%) cost reduction. The PMA team works with GLWA to expeditiously resolve issues as they arise.
