The new $86.9 million facility combines and replaces two existing elementary schools. The 40,218-SF Rockland Jefferson Elementary School houses 286 children in grades K-4 and was built in 1923 with additions in 1953 and 1973. The 49,686-SF Rockland Memorial Park Elementary School houses 284 children in grades K-4 and was built in 1953 with additions in 1961 and 1973. Both schools are overcrowded, operate with outdated building systems, and no longer facilitate a 21st-century education plan.
Overview
PMA Role
PMA represents the Town of Rockland as the owner’s project manager during the feasibility study and schematic design phases. The scope of services includes supporting the owner with procuring design services, establishing a project budget and schedule, monitoring and reviewing design, supporting the owner and architect’s work on-site selection, supporting the town with community outreach, and collaborating with MSBA while representing the owner’s interests, reviewing construction project delivery methods, and supporting the procurement of either a CM at-risk or general contractor. PMA assists with estimating construction costs, developing cash flows, supporting owner requests for reimbursement, reviewing construction documents, and supporting the owner with bidding and awarding construction contracts and administration. PMA’s role also includes reviewing contractor monthly schedule updates, coordinating testing and inspection, and reviewing change orders and construction claims. The team may continue supporting the owner through construction, testing, start-up, FFE/IT, move-in, and closeout phases.
“I would like to thank PMA, with whom working so far has been an absolute pleasure. From the bidding process through the pre-bidding process…you guys are absolute pros. We are very fortunate to have you working for us and with us.” – Dr. Alan Cron, Superintendent of Schools, Town of Rockland, Phelps Elementary School Topping Off Ceremony.
