This $1.1 billion public-private-partnership program scope consists of replacing or rebuilding 558 aging bridges throughout the state of Pennsylvania in just 36 months. Construction was led by a Walsh/Granite joint venture (JV) and the work was organized into three districts: Pittsburgh, Harrisburg, and Scranton.
PMA was engaged by the JV to provide scheduling and claims management support. Tasks included review and interpretation of contracts, review of the JV’s project schedules and process for updating, as well as the JV’s current process for development and submittal of Time Impact Analyses (TIAs) for the numerous delay issues they were encountering in the execution of the program. To help the JV in the future, PMA created a template for TIAs that they develop, along with a proposed process for maintaining and tracking those TIAs.Overview
