PMA assisted Metropolitan Transportation Authority Construction & Development (MTA C&D), formerly Capital Construction, on the following large programs:
- Second Avenue Subway ($5B)
- East Side Access ($10B)
- 7 Subway Line Extension ($2B)
- Fulton Center ($1.4B)
- South Ferry Terminal ($400M)
- Security Contract ($300M)
PMA has provided project controls and claims analysis services to MTA C&D for several years. In the project controls consultant role, PMA monitored the contractor schedule for the South Ferry Station, Fulton Street Transit Center, and for the Security System Upgrade projects. Work involved reviewing the contractor’s baseline schedule and monitoring progress against the baseline as construction progressed. PMA also prepared monthly project progress reports that MTA C&D used in its required report to the Federal Transportation Administration (FTA). In those instances where the contractor schedule was delayed, PMA reviewed the schedule to determine whether the contractor was due an extension in contract time; PMA also recommended schedule mitigation so that the work completed as early as possible. Additionally, PMA provided claims analysis services on the South Ferry Station, 7 Line Extension, East Side Access, Second Avenue Subway, and Security System Upgrade projects. PMA reviewed and analyzed contractor claims for additional compensation and requests for extensions in contract time. PMA also prepared MTA C&D’s defense of these claims and made presentations at dispute forums.
