The Lower Manhattan Construction Command Center (LMCCC) was charged with coordination and oversight of all Lower Manhattan construction projects, including street rehabilitation, transportation infrastructure, and private commercial projects, along with the World Trade Center (WTC) site. The WTC site was a $15 billion construction program with 16 separate projects within its boundaries.

PMA Role
PMA integrated more than 800 project schedules into a Primavera P3e master schedule. Schedules received directly from the projects were imported into a detailed work breakdown structure, enabling data reporting. PMA developed a system for linking live schedule data to a GIS mapping system to graphically display construction projects and related street impacts over their construction durations. PMA also provided analysis of construction logistics data for concrete, steel, excavated material, manpower, and major construction equipment. To serve this massive amount of data to the general public in a user-friendly format, PMA used several state-of-the-art tools, including NetPoint, to develop an overall master schedule interactively. PMA integrated the master schedule with a Building Information Model (BIM) developed using special software developed by Gehry Technologies. These tools helped identify time-related conflicts between various projects and predicted delays in the World Trade Center program years before the public announcement.
