After the sludge dewatering and incineration facilities at the Great Lakes Water Authority (GLWA) Water Resource Recovery Facility were significantly damaged by a fire, GLWA engaged PMA on an emergency basis to coordinate and oversee fire recovery and remediation efforts. The fire caused extensive damage to the interior, including the roof, wall panels, electrical wiring, lighting, and conveyors.

Working with GLWA and contractor representatives, PMA developed a recovery plan and expedited the resolution of issues as they arose. PMA reviewed and tested voluminous time-and-materials billings requiring corrections where necessary, reviewed and analyzed project costs, and performed appraisal services leading to a favorable insurance settlement. PMA facilitated weekly progress meetings so that the team could quickly address issues, and kept GLWA management apprised of progress and issues through weekly progress reports. To expedite procurement, PMA assisted with the development of procurement scoping documents and evaluation of proposals from suppliers and contractors. Regulatory agencies were kept informed through emergency operation plan updates and status reports drafted by PMA.
PMA monitored the monthly progress of the contractor by taking the lead in maintaining the schedule. PMA also performed a formal schedule risk analysis to help identify the areas of construction that could potentially impact the timely remediation of the critical facility. PMA reviewed designs and submittals prepared by the consultants and contractors. In addition, PMA assisted with budgeting and cost forecasting, maintained cost records, reviewed contractor and consultant invoices, and prepared progress payment estimates. PMA also supported GLWA’s risk managers in negotiating settlements with representatives of the insurers.
