The USDOT Federal Transit Administration (FTA) is responsible for administering billions of dollars of grants and loans each year to assist state and local public entities in financing the acquisition, construction, reconstruction, and capital improvements of public transit facilities. The FTA has established a project management oversight consulting (PMOC) program to provide critical, programmatic oversight, and advisory services. The program facilitates a variety of FTA decisions and ensures capital projects are delivered under the terms of the grant or loan agreement. The program also ensures capital projects meet all federal requirements. Scope of work for this assignment includes providing PMOC services and representing the FTA on public rail transportation projects to help project sponsors achieve successful project outcomes.

PMA Role
Since 2014, PMA has assisted the FTA with oversight services on major capital programs totaling more than $5 billion, including the $3.5 billion BART Transbay Corridor Core Capacity Program; $2.6 billion BART New Vehicle procurement; $33 million BART Gateway to Uptown Station rehabilitation; $340 million Phoenix W Valley NW Rail Extension; $133 million Albuquerque Central Avenue Bus Rapid Transit (BRT); the $71 million Grand Rapids Laker Line BRT; and the $219 million San Bernardino County Transportation Authority’s BRT implementation. PMA has also performed New Start annual reviews on the $179 million City of Baton Rouge Tram Link; the $142 million City of Lansing, Michigan, Grand River BRT; and on the $45 million CDTA Albany River Corridor BRT. PMA scope includes providing recurring oversight of projects during design and construction, performing readiness reviews at various stage gateways, facilitating risk workshops, conducting quarterly meetings, and drafting reports with PMOC findings and recommendations related to project management plans, risk and contingency management plans, cost estimates, scope documentation, schedules, agency management capacity and capability, operational capacity, safety plan, quality plan, and fleet management plan.
