The $133 million USDOT Federal Transit Administration (FTA) Albuquerque Rapid Transit (ART) project involves an 8.75-mile Bus Rapid Transit as part of a Small Starts grant agreement established in 2018. Scope includes 19 stations (15 median stations and 4 side stations), an overhead canopy, seating, ticketing equipment, security lighting, and other similar equipment. ART also includes 95% dedicated transit lanes; transit signal priority; real-time bus arrival information; off-board fare collection; extensive pedestrian access and safety enhancements, including ADA-accessible sidewalks; street trees, landscaping, and pedestrian-level lighting; and 18 electric 60-foot articulated buses.

PMA Role
PMA conducted monthly oversight visits and was responsible for evaluating the sponsor’s readiness for a Full-Funding Grant Agreement award and for reviewing and drafting reports related to project scope, cost, schedule, safety, quality, contract delivery, change control, and management capability and capacity throughout the construction, start-up, and commissioning phases. PMA scope also included facilitating a PMOC risk workshop and drafting special reports related to several Letters of No Prejudice so construction could continue during an extended delay in awarding the grant. PMA also had to re-forecast the revenue service date when a bus test was stopped due to defects, which ultimately led to the termination of the bus order by the sponsor. PMA contributed several lessons learned to the FTA on this project.
