This $3 billion construction project involves a 290-mgd facility for the New York City’s Department of Environmental Protection Croton Water Filtration Plant in the Bronx to treat New York City’s Croton water supply. The first contract cost $128 million and involves excavating the treatment plant footprint, including an extensive rock blasting program for removing 900,000 cubic yards of rock and 250,000 cubic yards of soil. The second contract cost $212 million and includes construction (tunnel boring machine and drill-and-blast tunnels) of a new 800’ raw water tunnel and two new 4,000’ treated-water tunnels.

PMA Role
PMA developed schedules for three alternative sites: Mosholu, Eastview, and Harlem River. PMA reviewed all project documentation, including design drawings, specifications, estimates and preliminary schedules, environmental impact statements, the consent decree, and other miscellaneous documents. PMA met with the project team and collaboratively determined duration and schedule logic. PMA configured Primavera P3 activity and project codes to allow summarization of the schedule to various levels while still showing the interfaces between several contracts on the project site.
