The San Francisco Bay Area Rapid Transit District’s (BART) Transbay Corridor Core Capacity Project (TCCCP) will increase the number of trains traveling under the Bay through the Transbay Tube between the East Bay and San Francisco from 23 to 28 per hour during peak travel times. The TCCCP scope consists of 1) changing the entire BART 114-mile system to a new communication-based train control system; 2) purchasing 252 new railcar vehicles; 3) adding storage for up to 250 railcars; and 4) adding six new traction power substation facilities.

PMA Role
As the project management oversight consultant (PMOC), PMA is responsible for reviewing PMPs and a project sponsor’s technical capacity and capability to achieve successful delivery of the project scope within budget and schedule and in accordance with all applicable federal requirements. PMA scope also includes assessing and evaluating BART’s project scope, cost, schedule, risk approach, value engineering efforts, safety, quality, contract delivery methodology, document and change control, reporting, and overall project and construction management capabilities to determine their readiness to move through FTA gateways in the project life cycle. PMA also drafts reports that inform Congress on how to proceed in funding multibillion-dollar projects.
