PMA welcomes Kam Shadan, PE, to the position of Executive Director, National Transit & Rail Practice, a new corporate operations group, reporting to the office of the CEO, based out of PMA’s San Francisco Office. Kam joins Don Fredlund, Mike Brown, Dina Keirouz, Angel Ripepi, Nick Gendron, and Jeffrey Plant as a member of our PMA leadership team in the western United States (US) and Canada. Kam will help grow and serve transit and rail clients nationwide, including our work within the Federal Transit Administration (FTA) Project Management Oversight Program, providing program management and owner representation services.
Kam has managed mega capital programs with budgets valued in billions of dollars. He is a nationally recognized leader of major transit and rail capital projects with established relationships in the western US that have resulted in numerous rail transit awarded contracts in Los Angeles, San Diego, Seattle, Sacramento, and the San Francisco Bay Area. He will be an excellent resource in helping PMA leaders across the country successfully expand their transit and rail program management and oversight practices.

Kam is an ideal fit for PMA, a firm that prizes the advancement and dissemination of knowledge in project management. He is the lead author of the Construction Project Management Handbook published by the FTA. The handbook provides authoritative guidelines for public transit agencies and FTA regional offices on FTA-funded projects. Kam has also served as an expert forensic witness and created a seminar titled, “Construction Project Management Standards of Care,” accredited by the California Bar Association for continuing legal education. Kam has presented several papers on design-build project delivery and on mega capital program oversight at industry conferences; he has also published additional articles in relevant publications.
Kam’s career highlights in previous positions include the following:
- Built and led a team of more than 20 program professionals to serve FTA with oversight of mega projects, including rail projects in Sound Transit, TriMet, Sacramento RT, BART, Santa Clara VTA, Metro Link, Kansas City, and LACMTA. He also has overseen numerous bus rapid projects nationwide.
- Grew profitable revenues and staffing from a dozen employees to more than 50 professionals, operating consulting offices in Seattle, San Francisco, and Los Angeles to serve California, Washington, Oregon, Alaska, Nevada, and Hawaii.
- Founded a new division to provide advisory services for the acquisition, development, and construction of underutilized assets for urban infill, transit-oriented infrastructure, and mixed-use developments for private and public entities.
Kam earned his bachelor of science in Electrical Engineering & Computer Science Program from the University of California at Berkeley and a master of science in engineering management mega program management from the University of Santa Clara. He is a graduate of the Harvard Business School project development and private equity programs. He is a registered Professional Engineer in California and a licensed general engineering and building contractor.
