Don currently serves as Chief Operations Officer for PMA Consultants. He is also the Executive Director of PMA’s National Claims Practice, mentoring and directing PMA business units on disputed changes/claims avoidance and analysis and expert witness services. Don brings extensive experience in program, project, and construction management, with large contractors and as a PM/CM consultant. Don has worked in diverse markets, including water/wastewater, manufacturing and process, infrastructure, oil and gas and energy, transportation/transit (air and rail), and environmental projects.

Angel provides expertise as a scheduler and cost control specialist in the water/wastewater, high-speed rail, maritime, power distribution and generation, healthcare, and residential industries with budgets of more than $2 billion. He has performed schedule reviews of resource- and cost-loaded P6 schedules, acceleration plans, delay claims analysis and negotiations, cost control, change order management, and project progress reports. Angel has also acted as project construction manager, coordinating with operations to manage project CM teams responsible for quality assurance, cost and schedule, document control, and contract administration functions. He also assists in resolving contract disputes and in keeping projects on schedule and moving forward.
