Ed has extensive experience providing owner’s project manager and owner’s representative services. He provides claims analysis, project audits, and contract administration on public projects valued from several million to billions of dollars. His expertise includes analyzing and negotiating complex changes and claims, advising on contract management issues, and performing cost/benefit analyses to justify project decisions and funding. His industry knowledge includes residential, academic, pharmaceutical, office/retail, highway and bridge, and transit. In addition to his experience at PMA, he served five years as a lieutenant with the U.S. Navy’s Civil Engineer Corps, administering contracts valued at more than $40 million.
