Ed has extensive experience providing owner’s project manager and owner’s representative services. He provides claims analysis, project audits, and contract administration on public projects valued from several million to billions of dollars. His expertise includes analyzing and negotiating complex changes and claims, advising on contract management issues, and performing cost/benefit analyses to justify project decisions and funding. His industry knowledge includes residential, academic, pharmaceutical, office/retail, highway and bridge, and transit. In addition to his experience at PMA, he served five years as a lieutenant with the U.S. Navy’s Civil Engineer Corps, administering contracts valued at more than $40 million.

Deborah Palmer
Managing Director, New York
Deborah serves as Managing Director of the PMA New York office. She has extensive hands-on experience in the design and construction of industrial and commercial construction projects totaling more than $4 Billion. She has been both a GC/CM and OPM on projects and for programs ranging in value from $1M to $1.4B. Her demonstrated capabilities include managing project design teams/phases; budgeting and financial control; construction quality assurance/quality control; administration of design, risk management, and construction, along with simultaneously coordinating the work of multiple project teams/trade contractors.
She brings to PMA the lessons learned from more than 31 years of experience managing the construction of multi-million-dollar projects ranging from heavy industrial processing facilities to cancer research facilities, oil processing facilities, semi-conductor processing facilities, water and wastewater facilities, and major convention centers.
