Kam Shadan, PE, Executive Director and National Rail and Transit Practice for PMA, was invited to present at the Federal Transit Administration (FTA) 2023 Capital Program Management (CPM) Workshop. Kam’s presentation gave an overview of the changes he is making to the FTA’s Project and Construction Guidelines and the Project Construction Management Handbook.
This three-day workshop has been held annually since 1984, serving as an opportunity for government personnel and project management oversight consultants to collaborate on how to make improvements to the oversight of FTA funded projects nationwide. Kam was joined by PMA’s Rick Johnson, Ken VanderJagt, and Fariba Mahmoudi.
The handbook addresses and is intended for use by new construction project managers taking on transit projects. It highlights project management principles for a capital project’s lifespan, targeting smaller sponsors taking on larger maintenance, intermodal terminals, or bus rapid transit projects.
The rewrites to the guidelines replace a document originally written over 20 years ago. These updated guidelines address a larger and more experienced sponsor, targeting major fixed guideway and rail New Starts, Small Starts, and Core Capacity programs. As a comprehensive document, it covers a large span of topics such as projects with multiple project managers, capital improvement programs, and project readiness.
Kam discussed the details of these documents, the changes he made to them, and how these changes impact transit work. By breaking down these key ideas, he enabled attendees to better understand and take advantage of the vast source of knowledge available in these publications.
